Photo of Lucius A. Vassar Lucius A. Vassar, Director of the Detroit Workforce Development Department, joined the staff of Mayor Kwame M. Kilpatrick in July 2002 as Director of Corporate and Civic Affairs. In his most recent role of Chief Administrative Officer, he ensured adherence to the Mayor’s mission to create the Next Detroit by utilizing effective relationship management and advocacy practices. On behalf of the Mayor, Vassar managed inter-governmental and international affairs including federal, state, and local policy impacting the city of Detroit. In addition, he built strategic partnerships with corporations, civic organizations, and the philanthropic community.

Vassar’s well-balanced professional background makes him a valuable resource for the Kilpatrick Administration; having served in both the public and private sectors. Before coming to the City of Detroit, he was a multi-client lobbyist with one of Michigan’s largest and most prestigious firms. In his work with that company, he represented multinational corporations and several Michigan-based trade, professional and economic development associations. His network of professional contacts continues to serve him well in his work with the City.

Vassar brings extensive legislative expertise to the Kilpatrick Administration. For eight years – with three of those years in the Chief of Staff role – he deftly handled constituent relations and legislative affairs for the Democratic Floor Leader in the Michigan Senate. His work was instrumental in the passage of several important initiatives. Vassar has extensive experience in the areas of gaming, finance, mental health, human services and the judiciary.

Prior to his tenure in the Senate, Vassar served in the Michigan Department of Commerce, where he worked with the Michigan Housing Coordinating Council to help develop a statewide directory of resources for the homeless. He also ensured wage compliance in state housing projects for the Michigan State Housing Development Authority.

Vassar’s academic credentials include a Bachelor of Arts degree in psychology from Michigan State University and a Juris Doctor Cum Laude from Michigan State University College of Law.
